Bard Kiting & Generic Swarming

There has been a lot of concern over this the last few weeks and some awkward/confusing enforcement.
I want to document the stance we are trying to enforce. By no means is swarm kiting banned or bannable, it is a very classic mechanic. Swarm kiting is defined by kiting mobs and either charming the pack down or doting the pack down.
The key is understanding the intent of this rule.

Enforcement will be by the general philosophies below:

If you want to kite 20 mobs from a single camp around and kill them that's fine.

However, what you may not do is monopolize a zone. The reasoning behind this is: It makes other people on the server. That want to XP avoid those zones which is unfair to them.

Some examples:

Werewolves in PoN is an acceptable camp to swarm; additional mobs in the swarm from around the area is not.

All of plane of valor is not.

The entire zone of Overthere is not acceptable.

Swarming the NE corner in Overthere is acceptable.

You can kite anything you want in your raid instance as the XP in those instances is turned down.

Enforcement will be on a case by case basis.

4/16/2020 Amendment
We are going to try something. To help combat swarming and the issues that some people have brought up, I have more than doubled the exp rates in instances. Named already do not spawn in instances, so this will let bards whom have guild instances to swarm their hearts content out without impacting others.

In other words, adhere to the swarm kiting rules above in non-instances but swarm the whole zone in your instance if you'd like.

7/26/2020 Amendment
Despite the relaxation on swarm killing in mid-April problems still arise. Multiple people have had action taken on their accounts for violating the camp and/or 20 mob restriction placed on open-world (non-instanced/DZ) zones. Most, but not all, of these issues have been related to power-leveling characters in lower level zones.

On a trial basis we are lifting the mob count/camp restriction placed on 107 specific open-world zones but compensating for this relaxation with a zero-tolerance stance on the remainder of the zones not on this list; no more warnings. The theory is that these zones are not practical for experience at the higher levels of play and will only be used to power-level characters. Once the appropriate level is met the characters will move on to greener pastures.

This list includes what is OK versus was is NOT OK as LoY, LDoN, GoD and OoW should not add any zones to this list; assuming there are no issues it should be static. Iconic/nostalgic zones were not included (such as Karnor's Castle, Lower Guk and Sebilis) as people still visit these zones despite them not being the best locations to exp.

If one of these zones becomes problematic because someone is farming 300AA's on a level 60 character or we've overlooked something it will removed from the OK list. If you have any concerns related to the zones listed below being exploited by this change please contact a member of the staff.

11/19/2020 Amendment
The almost 4 month Trial was successful and we received no complaints. The following list of zones are free for unlimited swarming with the caveat that you still must share a zone/mobs with other players and not "lock down" a zone.
